The 13th Amendment is the amendment to the constitution that made slavery illegal in the U.S. (all of the states north or south.) It was not ratified until 1865.
The Emancipation Proclamation was an executive order issued by Abraham Lincoln that freed the slaves in the southern states only (that did not return to the Union by Jan. 1, 1863) It was issued during the time that the south had seceeded and formed the Confederate States of America.
